To amend section 1012 of the Stewart B. McKinney Homeless Assistance Amendments Act of 1988 to authorize local governments that have financed a housing project that has been provided a financial adjustment factor under section 8 of the United States Housing Act of 1937 to use 50 percent of any recaptured amounts available from refinancing of the project for housing activities.
