Provides for a five-year extension of the Commission beginning on the date of such termination if: (1) the Commission determines it is necessary to carry out the provisions of this Act and submits such proposed extension to specified congressional committees; and (2) and the Secretary, in consultation with the Governor, approves the extension. Sets forth the duties of: (1) the Secretary, in consultation with the Governor, with respect to approval or disapproval of the plan; and (2) other Federal entities conducting or supporting activities directly aff…
