TABLE OF CONTENTS: Title I: Public Works and Economic Development Title II: Appalachian Regional Development Economic Development Partnership Act of 1995 - Title I: Public Works and Economic Development - Amends the Public Works and Economic Development Act of 1965 (the Act, for purposes of this title) to establish in each of eight geographic regions of the United States an Economic Development Regional Commission (EDRC).
