Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, SECTION 1. AMENDMENT OF MAGNUSON-STEVENS ACT. Section 302(b) of the Magnuson-Stevens Fishery Conservation and Management Act (16 U.S.C. 1852(b)) is amended by adding at the end the following: ``(7) During fiscal years 2003 through 2006, the Secretary may not appoint-- ``(A) an individual to the Gulf of Mexico Fisheries Management Council unless the list of individuals submitted under paragraph (…
