Allows the Secretary of Agriculture to sell, and the Pueblo to buy, the Settlement Area Land, Water System Land, and Los Alamos Townsite Land. Reserves to the United States free and unrestricted rights to specified Forest Development Roads. Requires the United States and the Pueblo to allow the COPAR Pumice Mine to continue to operate.
