Coal Residuals Reuse and Management Act - Amends the Solid Waste Disposal Act to authorize states to adopt and implement coal combustion residuals permit programs. Directs the Administrator of the Environmental Protection Agency (EPA) to implement such a program for a state: (1) whose governor notifies the Administrator that such state will not implement a program, (2) whose governor notifies the Administrator that such state will implement, but that is determined not to be implementing, such a program, or (3) that is notified of, but that fails to remedy, program deficiencies.
