Such personnel are also made responsible for the agency's success in achieving small business prime contracting and subcontracting goals and percentages. The Administrator of the Small Business Administration (SBA) must develop a methodology for calculating a score card to be used to: (1) evaluate the compliance of each federal agency with meeting SBA goals, and (2) develop a scorecard based on it.
