The National Aeronautics and Space Administration (NASA) must submit a national civil space situational awareness and space traffic management science and technology plan to carry out this policy. NASA shall establish a Center for Civil Space Situational Awareness and Space Traffic Management Science and Technology Excellence at a U.S. academic institution or institutions. The Department of Commerce shall establish a civil situational awareness program to furnish situational awareness services and information to, and obtain space situational awareness data and information from, specified eligible entities, including a state, a U.S. commercial entity, the government of a foreign country, or a foreign commercial entity.
