A rural region must be certified by its state, in coordination with USDA, after having formed a rural partnership council made up of representatives from across different sectors. For specified rural development programs, USDA must waive any matching funds requirements for projects that are carried out in certain rural regions that have a poverty rate of 20% or greater.
