Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, SECTION 1. ACROSS-THE-BOARD RESCISSIONS. (a) Definitions.--In this section: (1) Budget authority.--The term ``budget authority'' has the meaning given that term in section 3 of the Congressional Budget and Impoundment Control Act of 1974 (2 U.S.C. 622).
