This Act may be cited as the ``Unleashing Needed Local Options to Construct and Keep Housing Act'' or the ``UNLOCK Act''. SEC. 2. AMENDMENTS TO THE HOUSING AND COMMUNITY DEVELOPMENT ACT OF 1974.
