This Act may be cited as the ``Curtailing Agency Reach and Bureaucracy Overreach on Net-Zero Act'' or the ``CARBON Act''. SEC. 2. EXCLUSION OF CARBON DIOXIDE, METHANE, AND NITROUS OXIDE.
