SEC. 2. MODIFICATIONS TO BUY-TO-BUDGET REQUIREMENTS FOR END ITEMS. Section 3069 of title 10, United States Code, is amended-- (1) in subsection (a), by striking ``if that head of an agency'' and all that follows through ``a complete end item''; (2) by striking subsections (b) through (d); and (3) by redesignating subsection (e) as subsection (b). <all>…
