Federal Construction Fair Practices Act - Requires each bidder on a contract, with any military or nonmilitary indepartment, dependent establishment in the executive branch of the Government, or any wholly owned Government corporation, for construction of a new building in the United States which is estimated to cost in excess of $100,000 to submit as part of his bid the names of subcontractors with whom the bidder will subcontract for performance of the categories of work designated on the list to be submitted with the bid or to indicate by naming himself that a category of work on the list will not be subcontracted.
