Provides that whenever the law of a State permits the transportation or importation of wine into that State, such State may not impose with respect to any wine produced in another State or from materials originating in another State, any tax, regulation, prohibition, or requirement which is not equally applicable with respect to wine of like kind: (1) produced in, or from materials originating in, the State imposing such tax, regulation, prohibition, or requirement, or (2) produced in, or produced from products produced in, any other State.
