States that upon the adoption of this resolution it shall be in order to move that that the House resolve itself into the Committee of the Whole House on the State of the Union for the consideration of the bill (HR 10203) authorizing the construction, repair, and preservation of certain public works on rivers and harbors for navigation, flood control, and for other purposes.
