Disaster Preparedness and Assistance Act - Title I: Findings, Declarations, and Definitions - Sets forth congressional findings, declaration of purpose and the defintions of the terms used in this Act. Title II: Disaster Assistance Administration - Provides that all requests for disaster assistance from the Federal Government under this Act shall be made by the Governor of the affected State.
