Directs the Secretary of Health, Education, and Welfare to conduct demonstration projects under which wage supplements are paid to handicapped or severely handicapped individuals. Sets forth the conditions and eligibility requirements of such wage supplement payments. States that not later than April 1, 1977, the Secretary is authorized to prepare and submit to the Congress a report on programs authorized by this Act together with such recommendations for additional legislation as he determines desirable.…
