A bill to amend section 408 of the Disaster Relief Act of 1974 to provide that grant assistance to meet disaster-related expenses or needs shall be available thereunder to a disaster victim whenever it is clearly in his best interest (and shall not be limited to cases where he is unable to meet such expenses or needs through loans or from other sources), and to make it clear that such grant assistance is available to meet disaster-caused business expenses (including farming losses) as well as to meet individual and family needs.
