A bill to amend title 10, United States Code, to provide for the regionalization and traveling of discharge review boards, to establish uniformity, mitigating and extenuating factors in the review and correction of military discharges, to provide for legal counsel for discharges appellants, to provide for the recognition of ex-exemplary post-service conduct through the issuance of an Honorable Discharge (Limited), and to otherwise expand and enhance the effectiveness of Armed Forces discharge review procedures.
