Provides that upon the adoption of this resolution it shall be in order to move, sections 303 (a) and 401 of the Congressional Budget Act of 1974 (Public Law 93-344) to the contrary notwithstanding, that the House resolve itself into the Committee of the Whole House on the State of the Union for the consideration of the bill (H.R. 6461) to amend provisions of the Communications Act to provide long-term financing for the Corporation for Public Broadcasting, and for other purposes. Provides that, at the conclusion of the consideration of the bill for amendment, the Committee shall rise and report the bill to the House with such amendments as may have been adopted, and the previous question shall be considered as ordered on the bill and amendments thereto to final passage without intervening motion except one motion to recommit.…
