Smoker and Nonsmoker Health Protection Act - Title I: Cigarette Labeling And Advertising - Public Health Cigarette Smoking Act - Makes it unlawful for any person to manufacture, import, or package for sale or distribution within the United States any cigarettes the package of which (1) fails to bear a required health warning statement; and (2) fails to bear a statement of the tar and nicotine content of each cigarette in such package, as determined by the Federal Trade Commission. States that it shall be unlawful for any person to disseminate or cause to be disseminated any cigarette advertisement which fails to contain the required statements and which is either disseminated by United States mails or in commerce or which is likely to induce, directly or indirectly, the purchase in, or have an effect upon, commerce of cigarettes.
