Equal Opportunity Enterprise Act - Title I: Amendments Affecting the Small Business Act - Amends the Small Business Act to establish the Office of Socially and Economically Disadvantaged- Owned Small Business Assistance Personnel in the Small Business Administration (S.B.A.) to work with all agencies of the Government having procurement powers in order to identify contracts suitable for disadvantaged American concerns and within each regional office of the S.B.A. to supervise and coordinate small business programs.
