Watergate Reorganization and Reform Act - Title I: Establishment of Government Offices - Establishes, as an independent establishment of the Government, the Office of the Public Attorney, under the direction of the Public Attorney, appointed by three retired courts of appeals judges designated by the Chief Justice of the United States.
