States that the Fund shall consist of an amount equal to all revenues accruing each fiscal year from any tax imposed on specified camping equipment and wild bird supplies, pursuant to an amendment to the Internal Revenue Code of 1954 as set forth in Title II of this Act. States that any monies from the Fund, neither obligated or expended at the end of a specified period, shall be made available to the Secretary of the Interior for expenditures under the Migratory Bird Conservation Act.
