A bill to amend titles XVIII and XIX of the Social Security Act to provide for a greater utilization of the professional services of qualified clinical social workers in the medicare and medicaid programs to include outpatient services, community mental health centers, and neighborhood health centers among the entities which may be qualified providers, and to remove the special limitations which are presently imposed on coverage of psychiatrist and mental health services under parts A and B of title XVIII and title XIX.
