[AI summary unavailable — showing source text] Controlled Substances Import and Export Act Amendments - Amends the Controlled Substances Import and Export Act to include within the jurisdiction of the United States any vessel: (1) documented under United States laws, or owned in whole or in part by a citizen or corporation of the United States; (2) on the high seas registered in a foreign country if that country authorizes the United States to assert jurisdiction; (3) without nationality; (4) within United States customs water (12 miles), or within a United States customs enforcement area which may be established pursuant to the Anti-Smuggling Act of 1935; (5) kept off the United States coast, either inside or outside customs waters, if it is reasonable to believe it is being used for smuggling; and (6) flying more than one flag. Prohibits the transport of illegal drugs into United States customs waters. Makes possession of illegal drugs on board any vessel, aircraft, or vehicle subject to United States jurisdiction, regardless of where located, a Federal offense.
