A bill to amend Public Law 94-565, relating to payments in lieu of taxes, to provide that the amount of the Federal payment to units of local government within a State for certain Federal property located within their jurisdiction shall not be less than the amount which such unit would be eligible to receive from the State as a State payment in lieu of taxes with respect to such property if the property were owned by the State rather than by the United States.
