Directs each agency to prepare and make available to the public a revised statement of evaluation which: (1) reflects any modifications of the proposed rule that are incorporated in the final rule; and (2) describes significant public comments on the proposed rule and the reasons the agency did not incorporate certain comments in the final rule. Requires each agency to submit to the Secretary of the Senate and the Clerk of the House of Representatives the text and statement of evaluation of each final rule.
