A bill to amend title 38, United States Code, to provide that the Secretary of Defense shall be responsible for ensuring that the Secretaries of the military departments properly carry out their functions required by such title to collect, account for, and transfer to the Veterans' Administration amounts necessary to cover the costs of insuring each member of the Army, Navy, Air Force, and Marine Corps participating in the Servicemen's Group Life Insurance program.
