Small Business Innovation and Simplification Act of 1981 - Title I: - Directs the Attorney General to conduct studies in order to identify conduct and structural arrangements (situations or courses of action which affect the pattern of ownership and control in industry) associated with U.S. export businesses which would not warrant prosecution under the antitrust laws of the United States.
