A bill to amend title 23, United States Code, to require the Secretary of Transportation to reduce the apportionments of certain Federal-aid highway funds to any State in which highway motor vehicles displaying a handicapped parking sticker issued by any other State are not allowed to park in the parking spaces in which highway motor vehicles displaying a handicapped parking sticker issued by such State are allowed to park.
